Paraguay remains one of the most dynamic economies in Latin America, with growth projected around 4 percent in 2014–15. Macroeconomic fundamentals are sound, and the government is pursuing an ambitious reform program to address infrastructure bottlenecks and other long-standing structural weaknesses. However, implementation capacity is limited, and the envisaged improvement in public services will need to be integrated into a prudent medium-term fiscal plan.
